Using community partners to deliver low-cost and effective emergency management and business continuity services

Abstract
Small to medium-sized organisations enhance their business mission as well as their communities by continuing to offer services in extreme circumstances. Developing emergency preparedness and business continuity plans that are cost-effective, comprehensive and operational for small to medium-sized organisations with limited resources requires a consistent, supportive, hands-on approach over time with professionals to create appropriate and sustainable strategies. Using a unique, multi-layered and applied approach to emergency preparedness training, organisations have successfully created plans that are effective and sustainable.

Joan Thomas is a senior programme manager at Primary Care Development Corporation (PCDC) and is responsible for the Adult Care Emergency Preparedness Project. She also works on a variety of business continuity and emergency preparedness programmes. Ms Thomas previously worked with the NYC Office of Emergency Management developing logistical components for citywide emergency events and was Executive Director for NIP, a non-profit mental health treatment centre and psychoanalytic training institute based in New York. She has a successful history in management and operations development and restructure, with both large and small organisations. She has held many management positions directly related to the improvement and protection of business operations. Ms Thomas earned her MPA in emergency and disaster management, is a certified Business Continuity Planner and holds a FEMA certification as a Master Exercise Practitioner. She holds a certificate in Advanced Security and Anti-Terror from the Israel Military Industries Academy.

Jean Paul Roggiero joined PCDC in 2006. As a senior programme manager, he specialises in emergency preparedness initiatives. His work includes the Adult Care Emergency Preparedness Program, H1N1 Point of Dispensing (POD) Training Program, co-managing the Advanced Drills and Exercises Program, and managing the Advanced Primary Care Emergency Preparedness Community Integration Meetings, Basic Primary Care Emergency Preparedness Program and the Manhattan Healthcare Emergency Management Coalition. Mr Roggiero is the agency representative for the NYC Citizens Corps Council and the Special Needs Taskforce He is also a member of the Primary Care Emergency Preparedness Network to staff the NYC Emergency Operations Center for primary care in case of a disaster. Prior to joining PCDC, Mr Roggiero was Site Coordinator at NY Presbyterian Hospital’s Ambulatory Clinics Network. He is an active member of the International Association of Emergency Managers and a disaster volunteer at the NYC Department of Health and Mental Hygiene Medical Reserve Corps. Mr Roggiero holds a master’s degree in public administration in emergency and disaster management.

Brian Silva joined PCDC in 2008 on a variety of programmes including the Adult Care Emergency Preparedness, Advanced Primary Care Emergency Preparedness, H1N1 POD Training and Business Continuity Planning programmes. He coached centres in the creation of comprehensive emergency operations plans, taught sites to design and execute staff training and drills, and led the team to coach health centres as H1N1 mass vaccination clinics. Mr Silva has done development work for the National Association of Community Health Centers and Primary Care Associations and is a lead member of the Primary Care Emergency Preparedness Network. He has previously worked in for the NYC Office of Emergency Management, as an emergency medical technician and as an educator with emphasis on technology, staff training and pedagogy, and curriculum development. Mr Silva is the past-president of the Student Council of the International Association of emergency managers and volunteers as an exercise planner with the Red Cross. His speaking engagements include the FEMA Higher Education Conference and the World Conference on Disaster Management. He received an MPA in emergency and disaster management and focused his thesis on post-disaster redevelopment planning.
